no Technology Department can afford to be a "barrier"
to change. However, changing technology and systems has inherent
risk, and it is the responsibility of the Technology Department
to implement effective, well-defined processes that reduce that
risk. In addition, new regulatory requirements have placed a greater

will help identify areas in which the automation of changes would
